The Dutch grid operators defined the requirements for components of the Dutch Smart Metering Infrastructure in 2007/2008. These requirements are specified in the NTA8130 standard and the DSMR specification, including the companion standards for P1, P2 and P3. P3 describes the communication between a communication component of the energy metering part and the data collection or central access server component. The P3 interface is based on the DLMS/COSEM standard with deviations, clarifications and additions.
